How do you repair a door frame that has been damaged when wind catches the screen door and pulls the cylinder out of the frame?

Is the door a prehung door? Depending on your particular door you'll have to figure out why the door is crooked.
- Remove trim, and the entire pre-hung door assembly and reinstall it.
- Use a straightedge to check the floor. Correct any dips to level the area. Do the same with the header.
- When you rehang the door adjust the door by putting spacers or shims between the hinges and the door frame to straighten as needed.

The section under "Door Jambs" offers some how to, as well as the section under wet rot. In some cases, if the damage is severe, it is better to replace it.

The most traditional methods used to fix your hinge is to fill the holes with glue mixed with sawdust, or glue and toothpicks which you sand flush with the door. When your filling is thoroughly dry you can re-install your hinge.

I would think you could just cut out that part using a circular saw and replace it, but you might find that it's easier to take out and replace the whole side (and it will look a little nicer that way). Good luck!
